Florida Amendment 3 Passed: What Homebuyers Should Do Before Year-End

Florida's expanded homestead exemption begins in 2027. If making Palm Beach County your permanent home is already part of your plans, now is the time to look closely at the residency, purchase and filing deadlines.

If you have been thinking about making Palm Beach County your permanent home, yesterday's election gives you a new reason to look closely at your timeline.

Florida voters approved Amendment 3 on November 3, expanding the homestead exemption for qualifying homeowners beginning in 2027. For buyers planning a move, two things now deserve attention: the larger exemption and a year-end residency cutoff that can affect when you receive it.

With less than two months remaining in 2026, this is a good time to turn a possible move into a practical plan.

What Amendment 3 changes

For qualifying homestead properties, Amendment 3 increases the exemption from non-school property taxes to up to $150,000 in 2027 and up to $250,000 in 2028. Positive inflation adjustments begin in 2029.

An exemption reduces the portion of your home's assessed value subject to those taxes. It is not a payment to the homeowner or a dollar-for-dollar reduction in the tax bill.

For example, a qualifying home with a $600,000 assessed value would have $450,000 subject to non-school property taxes after the $150,000 exemption in 2027, before accounting for any other applicable exemptions. Your actual savings depend on the property's assessment and the rates charged by its taxing authorities.

The larger exemption does not apply to school district taxes, for which the $25,000 homestead exemption remains.

Who qualifies?

The expanded benefit applies to qualifying permanent homes. Buying a property in Florida does not, by itself, make it eligible.

Palm Beach County's homestead requirements include holding title to the property, establishing permanent Florida residency, and making the property your permanent residence as of January 1. You also cannot claim conflicting residency-based benefits on another property elsewhere.

A vacation home or investment rental does not qualify for the expanded homestead exemption simply because you own it.

Why December 31 matters for people moving to Florida

Amendment 3 creates an important distinction between people who have established permanent Florida residency by December 31, 2026, and those who establish it afterward.

People who were not permanent Florida residents by that cutoff initially receive a smaller exemption once they qualify for homestead. The expanded benefit generally begins in their fifth year of homestead exemption.

That means the timing of your permanent move can affect more than your first property-tax bill. If relocating to Florida is already part of your plans, establishing residency before year-end deserves serious consideration.

The distinction is residency, however, rather than whether you already own a home. Someone who is a permanent Florida resident by the cutoff but purchases later does not enter the newcomer waiting period solely because of that later purchase. The new home must still satisfy the annual homestead qualification requirements.

When do you need to buy to qualify for 2027?

For buyers seeking the exemption on their new home for the 2027 tax year, the practical goal is to complete the purchase and establish the home as a permanent residence before year-end.

December 31, 2026: Establish permanent Florida residency to stay outside the post-cutoff newcomer group.

January 1, 2027: Hold title to the home and meet the permanent-residence and other homestead qualifications.

March 1, 2027: Submit your homestead exemption application.

March 1 is the filing deadline, not the deadline to purchase the home. A signed contract before year-end does not replace the ownership and residency requirements.

For an existing Florida resident, purchasing during 2027 would generally mean first qualifying on that home for the 2028 tax year.

Start with a timeline that leaves room to close

A year-end purchase involves more than finding the right property. Inspections, financing, title work, condominium documents and closing arrangements all need time.

Starting now gives you more room to evaluate your options and work through those steps. It also gives you time to confirm your specific homestead eligibility with the Palm Beach County Property Appraiser before making decisions around the deadline.
